The position of Procurement Officer / Buyer reports directly to the Procurement Supervisor.
RESPONSIBILITIES AND DUTIES
The responsibilities of the Procurement Officer / Buyer shall include, but are not limited to, those contained in the following:
To be conversant with all relevant Company Procedures.
Prepare, together with the Project Manager, a prompt and accurate Procurement Plan and ensure correct receipt/processing of Purchase requisitions, in accordance with the same and Company Procurements referring to SAP.
Prepare Requests for Quotations for the acquisition of goods and services, in accordance with Procurement Plan schedule and Companys Procedures.
Analyse tenders received by the Companys subcontractors and suppliers, prepare bid tabulations for Procurement Manager review/approval and provide advice/assistance in the award process.
Ensure that evaluated suppliers are in compliance with Companys QHSE policy and requirements.
Attend Tender Clarification and Pre and Post Contract Award Meetings, where matters relating to tender content will be discussed with Company, Sub Contractors and Suppliers.
Negotiating contract terms and conditions and provide advice/assistance in the award process
Prepare goods Purchase Order / services Subcontracts correctly and in a timely manner, for Company authoriser signature.
Ensure Purchase Orders are checked, authorised, distributed and mailed daily.
Ensure POs are copied to Stores, filed in Procurement and posted with terms and conditions to Supplier.
Issue Supplier Qualification Forms to Suppliers proposed for approval.
To ensure reports and correspondence are archived on a regular basis.
To ensure purchasing faxes are transmitted / received fully and legibly, logged in the correct incoming/outgoing fax register, issued with a number, then circulated and filed as appropriate.
Assist Project / Department Manager with any post-award contractual / commercial matter and issue.
Conduct all activities within the Integrated Management Systems.
QUALIFICATION AND EXPERIENCE
The following are the minimum qualifications for the position of Procurement Officer. However, they are to be used as guidelines only as each individual shall be judged on their individual qualifications and experience.
Education
Good secondary education and be familiar with Microsoft Windows Word and Excel software.
Experience
Previous experience in the Oil & Gas and Subsea industry in a Buyer role and familiar with negotiating contract terms and conditions for Goods and services.
